The City of Pleasanton is seeking an Assistant to the City Manager to provide professional-level managerial support to the City Manager and Deputy and/or Assistant City Manager on a variety of difficult, complex, and sensitive administrative matters. The Assistant to the City Manager provides high-level research and analysis of programs and policies, and reviews, develops, reports, and monitors legislative and other intergovernmental activities. Typical Duties
  • Undertakes studies to determine the financial and operational feasibility and desirability of providing municipal services and programs.
  • Develops policies and procedures to facilitate the management of the City organization.
  • Analyzes existing programs and services to evaluate their effectiveness in meeting stated objectives, as appropriate, recommends program and service improvements.
  • Exercises management responsibilities for assigned programs, e.g., community education, franchised services, and cable TV.
  • Conduct research into a variety of issues affecting City government.
  • As assigned, provides professional management advice/assistance to operating departments including organization, staffing, and service delivery.
  • Represents the City Manager's office in relations with both public and private organizations.
  • Prepares reports, attends meetings, makes public presentations associated with assigned responsibilities.
Minimum Qualifications

Educatio n: Equivalent to a bachelor's degree in public administration, business administration, social science, finance or another applicable field. A master's degree is preferred. Experience: Three years of progressively responsible administrative experience. Special Requirements: Possession at the time of hire and continued maintenance of a valid California Class C driver's license is required. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of:

  • The principles and practices of public administration and of the operation of council-manager form of government.
  • Organization analysis and development.
  • Budgeting and finance in the public sector.
  • Fiscal analysis.
  • Research methods.
  • Technical and analytical report writing.
  • Relationships between local, state, and federal government.
  • Electronic information systems.
Skill to:
  • Plan, organize, and administer programs and projects.
  • Conduct organizational and operational analysis.
  • Develop recommendations and implement programs, procedures for financial and budgetary analyses.
  • Recommend solutions to problems; represent the City Manager's office, staff, and the City in a professional manner.

  • Management Pay and Performance Plan - This plan provides an opportunity for individuals to earn up to 20% above their control point for continued exceptional performance over time.
  • Medical Insurance - Choice of one of four comprehensive health plans (available only in specific geographic areas of Northern California).
  • Dental Insurance - City paid, including $2,000 maximum orthodontic benefit.
  • Life Insurance - Twice annual salary to maximum $100,000.
  • Long-Term/Short-Term Disability - 60% of salary to maximum benefit of $10,000 monthly for LTD. (employee paid)
  • PERS Retirement
  • Deferred Compensation Program - Two deferred compensation programs are available from which to choose, allowing employees to maximize contributions to their retirement accounts on a pre-tax basis. Management employees are eligible to participate in both programs concurrently.
  • Vacation Leave - First through fourth year accrued at 6.667 hours per month; fifth through ninth year accrues at 10 hours per month; and progressing with years of service.
  • Administrative Leave - Seven days per year, paid if not taken. City Manager may authorize an additional three days per year based on performance.
  • Tuition Reimbursement - Job related courses from accredited college or universities reimbursed at California State University East Bay current tuition rate.
  • Holidays - Eleven fixed holidays per year plus seven floating holidays.
  • Paid Sick Leave -Twelve days per year.
