Job Description:

The U.S. Customs and Border Protection (CBP) is the frontline border security component of the Department of Homeland Security (DHS) charged with the priority mission of preventing terrorists and terrorist weapons from entering the United States while also facilitating the flow of legitimate trade and travel. CBP's mission is vitally important to the protection of the American people and the national economy.

GDIT is seeking a Business Process Engineer Lead to support a CBP Financial Systems Modernization (FSMOD) requirement to modernize its financial operations and reengineer key business processes to address inefficiencies and align with federal mandate to support CBP-specific financial and operational needs, ensuring compliance with the executive order to protect America's bank account.

This role is Hybrid. The candidate must be local to the Indianapolis office and able to come into the office.

MEANINGFUL WORK AND PERSONAL IMPACT

- Support project governance to include:
  • Documenting the project charter and objectives
  • Establishing program oversight governance structure with representatives from FSMOD leadership and GDIT.
  • Develop a standardized approach, deliverable templates, reporting approach and management framework for process analysis, redesign, and the collaboration and coordination of subsequent implementation.
  • Define tailorable Key Performance Indicators (KPIs) templates and standards and develop an approach to measure success and ensure alignment with CBP's objectives for both tangible and intangible benefits.
  • - Analyze business processes and identify process improvement opportunities, while managing a team of other analysts to support:
  • Analyze overall organization and background
  • Evaluate and document "as is" processing (business flow, data, systems, influencing factors)
  • Map and analyze "as is" processing applying the use of process improvement, reengineering methodologies, graphical interpretation (e.g., Visio)
  • Design and present future state processing options
  • Work with CBP to implement the future state process
  • Understand business processes and interpret them to define functional and cross-functional requirements, analyze current as-is processes and conceptualize to-be requirements
  • Develop detailed process maps and business process procedure documentation; Develop Standard Operating Procedures for business users
  • Together with Solution Architects, support the design of complex solutions including the implementation of business rules, mobile, online and handheld applications, technical solutions and integration between multiple systems
  • Support activity and data modeling, development of modern business methods, identification of best practices, and creating and assessing performance measurements.
  • Leverage group facilitation, user interviewing, user training, and additional forms of knowledge gathering and knowledge transfer
  • Develop PowerPoint and Word briefings, documents and white papers
  • Support Business Process Reengineering capture of time and motion metrics

WHAT YOU'LL NEED TO SUCCEED :
- Ability to obtain a security clearance; U.S. citizenship required
  • Education: Bachelor's Degree preferred
Experience: 10+ years analyzing and reengineering business processes into functional technology solutions (i.e. hands-on experience mapping business requirements, designing reengineered functional solutions and solving business process issues)

- Experience developing data diagrams and process flow charts

- Strong understanding of integration points required to develop complex solutions integrating multiple systems, including but not limited to, combining data from multiple sources, data analytics

- Experience with customer facing financial business processes and technology implementations

- Experience leading resources, developing a project plan and managing to the plan.

The likely salary range for this position is $144,500 - $195,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
